The Project site is administratively located in Kotli district, Azad Jammu & Kashmir about 11 km south of Kotli Town on the Poonch River, a tributary of Jhelum River. The site is about 136 km from Islamabad and 298 Km from Lahore and is approachable directly from Islamabad and Lahore by a two-lane, all weather paved though (partly) mountainous road. Access to the Project site from Islamabad is available via Kahuta to Kotli and to Gulpur. The other approach is from Lahore to Dina on GT Road and then to Mirpur and to Gulpur. Traveling time to reach at site by road is about four hours from Islamabad and six hours from Lahore.
